MOHAVE COUNTY — The New Kingman-Butler Sewer Expansion Project was successfully completed in mid-January 2025, marking a major achievement for the local community. The project, which was funded by the American Rescue Plan Act (ARPA) and approved by the Board of Supervisors in 2021, is set to benefit District 4 residents with upgraded infrastructure for years to come.
Project Overview and Funding
The initiative, which allocated $2.5 million, focused on the design and construction of the Devlin Sewer line, providing sewer access to more than 200 parcels and enabling expansion opportunities for up to 2,700 additional properties. This project is an important step toward modernizing the local infrastructure and accommodating future growth in the New Kingman-Butler area.
Collaboration Between Mohave County and Kingman
The completion of the sewer line is the result of a collaborative effort between Mohave County and the City of Kingman. An Intergovernmental Agreement between the two entities outlined each party’s responsibilities throughout the design, construction, inspection, and acceptance phases of the sewer expansion. The work was structured in three phases, which helped ensure smooth progress and efficient implementation.
Property Owner Participation and Incentives
Property owners within the affected area were notified of the project and offered a chance to connect to the sewer system at a discounted rate. Over 200 letters were sent to property owners, and 88 of them took advantage of the offer. As part of the agreement, the City of Kingman is waiving the Sewer Investment Fee and Wastewater Capacity Fee for property owners who connect to the new sewer system within one year of the acceptance of each construction phase.
Construction and Finalization of the Project
The construction process for the project was handled by Premier Backhoe Inc., which is completing final construction tasks, including paving and septic system abandonments. These activities were expected to wrap up by January 31, 2025. Once completed, the Devlin Sewer line will provide essential infrastructure to the New Kingman-Butler area, benefiting residents and businesses alike. The expansion will help alleviate the challenges of outdated sewage systems and support future development in the area.

Scott Holtry, Director of Mohave County Development Services, praised the team of local contractors, engineers, and city officials who worked together to bring the project to fruition. ”This has been a team effort, and we are grateful for the support of our partners,” said Holtry. ”Special thanks to Sunrise Engineering, Mohave County Public Works, Unisource, Allo Fiber, the City of Kingman, and Daniell’s Septic Tank Pumping for their efforts in ensuring the project’s success.”
